5. BACKLOG AM EXPERIENCING A CONTINUAL BACKLOG OF 100 TO 700 MSGS. AMT BACKLOG VARIES DUE
TO TWO FACTORS:

A. CONDITION OF CKTS. IT (IF) ALL CKTS ARE IN SOLID, TRFC PASSES RAPIDLY AND WITH EVEN
FLOW. WHEN ONE OR MORE CKTS DOWN (WHICH IS USUALLY THE CASE) A BACKLOG MOUNTS AT SMOE
(SOME) MAJOR RELAY STATIONS.

B. DELIVERY OF TAPES FROM DCA PHU LAM: WHEN DCA PHU LAM CANNOT UNLOAD TRFC OVER I CORPS
AND III MAF CKTS, THEY PUT TAPES IN PAPER BAGS AND DELIVER VIA AIR COURIER. DELIVERY
CANNOT BE PREDICTED BY III MAF. RECEIVE FROM 100 TO 700 TAPES AT ONE TIME BY THIS METHOD.
TAPES MUST BE PROCESSED THROUGH GGC-3 TO PRODUCE DITTO MAT FOR REPRO. DELAY CANNOT BE PREVENTED
BY III MAF DUE TO TOTAL TIME ELAPSED FROM RECEIPT OF MSG AT PHU LAM TO RUN OFF OF COPIES
AT III MAF. ALSO HIGH RATE SVCS COMPOUND PROBLEM. OF 500 TAPES RCVD 280400H FROM DCA
PHU LAM, 135 TAPES WERE REQUEST FOR SVC. YET OUTGOING TAPES FROM III MAF ARE CLEAN AND
CLEAR TAPES.
